The default Kerb packetsize on 2000 was 2000 bytes and it was subsequently dropped to 1465 in XP and 2003. Anything over these numbers will use TCP, but the VPN could still frag the packets before they get to the maximum size depending on how the VPN is configured. So then, obviously, UDP packets will be all jumbled up and consequently dropped.
