Action Pack users...Vista Clean Install work around

The Action Pack only has a 32-bit DVD. The most painless way to get a 64-bit one is probably to just buy one from Microsoft. It's only $10 (for shipping).

MS also has a standing offer that you can convert any/all of your Action Pack Vista Business licenses to Vista Ultimate for $140 apiece. That gives you a FULL RETAIL Ultimate license that NEVER EXPIRES. It's the cheapest way to get Ultimate unless you have access to freebies.
