I cloned a hard drive with Acronis True Image, and in the middle of the clone process the computer froze. Is it safe to turn off, or will I lose data?

You should be alright. If you just did a clone it is just copying date. If you did a clone and then erase it should also be fine because it erases when the clone is complete. Anyways its the only thing you can do since it is frozen.
 
Your source drive should be OK depending on what settings you chose. The target drive will have to be redone.
