It's 2 years old and it didn't start anymore, I fixed it by replacing the 2 1500uF capacitors near the power supply. It now starts but there is not enough power at the FAN connectors. Can you tell me what might be the problem or at least send me the scheme of any motherboard that has fan connectors or the scheme on how the fan's draw power?

there is about 5.5V between pins 2-3(GND-VCC) that drops to 1.5 when I connect a FAN, and it's the same with all the connectors...
