You can try Partition Find and Mount or Partition Wizard MiniTool both applications do partition recovery.

Both program can not detect my partition deleted thumb stick. It work on deleted file on any Drive with Healthy partition. My Thumb drive has deleted partition.

Did you try to create a new partition before recovering the files?

DON'T create a partition unless you know what you're doing, because I don't. lol I'm not sure if creating a new partition will make it harder to recover, I'm just curious if you did that first or not.

Yep, should be able to just create a simple partition in computer management. Then Recuva should work to find all the files. DO NOT write anything to the partition once you create it though until after you have recovered the deleted files.

As what I've suggested above you can try to use Partition Wizard MiniTool or Partition Find And Mount to scan the drive and recover the deleted partition (partition recovery).

Hmmm... recreate partition will simply format the thumb doesn't it??

No it just recreates a partition unless you click the box to format.
