Access denied error message

Hello, I recently got a hard disk enclosure for my laptop and I'm using my old 30 gig western digital caviar. THe thing is I can access every folder there is in the hard drive except Documents and Settings. It gives me the access denied dialog box. What's wrong?
 
While logged in as an administrator reset the privilages on the folder(s) you need access to.

Right-click on them and goto properties, select "security" and add your account.
 
im already logged in as the administrator... problem is i cant see a tab or a button where it says security... im on xp professional...
