Accelerator seems to be stuck, but physically isn't?

Got a '99 Civic, and a few days ago I was driving and let off the gas, and the car continued to accelerate slowly. I kicked the pedal a few times while braking to slow down, and then it seemed normal afterwards.

Well, I just went around the block to take out the trash and it's doing it again. I kicked the pedal a few times and nothing happened. When I got home, I checked to see if anything was stuck underneath it, and it's perfectly clear of anything. My driveway is on an incline, but if I pop the car into drive, it starts rolling uphill with ease. Likewise, if I pop it into reverse, it starts flying down the driveway...lol.

Thoughts?

Rule out the throttle cable-rule out a vacuum leak-=involves opening the hood and inspecting-ears, eyes, and physical.
A really gummed up throttle body or IAC can cause that also.
I'm gonna go with vacuum leak at this time--not a Honda tech.

Throttle cable, throttle body, linkage, possibly cruise cable?

Lots of things it could be.

Last time that happened to me, a pebble got stuck in the butterfly valve (also a 99 Civic). Try manually actuating the valve.

You got a pebble in your throttle body? That's not good. How'd it get past your air filter? Cripes!
