Short answer:
it depends

..... Is it possible to transfer a license to another computer?

Consumers should refer to the terms of their license agreement to determine whether or not it is legal to transfer a license to another computer. But in those cases where it is allowed, the product must first be removed from the previous computer. Users may be required to complete the activation on the new computer by placing a call to the Microsoft Activation Center. ......

i do not see what the problem is with activating it on one computer, then later selling that computer (with OS removed) and putting your WinXP on a new-built computer. the license gives you use on one comp at a time, not limited to specific hardware, or you could never upgrade! the biggest hurdle you will face is probably having to call M$ since the internet registry might think you are screwing up when in reality you are not. whenever i have to call M$ activation they are always understanding and helpful...if you are legit which this is.

The worst that will happen, (and it most likely will) is that you will not be able to "Activate" XP with the online utility. You will then be given a phone number to call. Just leave the system exactly at that point while you make the call. You will then tell the person what you did and they will give you the new Activation number and all will be well. Kind of a PIA but only takes a couple of minutes. I've been through it more than once. 😉
