? about new q6600 and varying clock speeds

i just put my whole system together yesterday and it was a huge improvement from my socket 939 opteron i had and DDR 400

but now i have:

gtx260 (already had it)

EVGA FTW 750i
Intel Q660 stock clocks and heatsink
4gb G-Skill (2 X 2gb) DDR2 1066 5-5-5-5-12 or soemthing like that

anyways. i just installed CPU Z 1.47 and its if i look at the Core CLock it goes from 2400.6 down to 1599 or 1600 and then rises again ever few second. my multiplier moves from 6 to 9 when the speeds drop and rise

my core voltage is anywhere from 1.168-1.210

i also hear theres a pencil mod for this board so that V core stays at a stable rate.

can anyone tell me why my Core Clock is varying like that? is it just a CPU throttling thing for when ur not in 3d? it runs very well in all my games at 1600x1200 and maxed settings.
