Or for me it costs $0.37 because my Credit Union offers FREE MONEY ORDERS AND CASHIER'S CHECKS!!!

Is the envelope they give you for .45 cents prepaid stamped envelop?

Yes if you bought it from the PO and it has a first class stamp on it, 45 cents sounds about right.
