I have 2 Operating systems in my computer. Win 98 and Win XP
I have a 40GB maxtor 7200rpm hard disk. (4 partitions)
win 98 is on drive C
win xp is on drive D

in win 98 free space on drive C is 2.5 GB. But in win xp it's 1.7GB

in win xp i have turned off the paging file in drive C.
DRIVE C - No paging file (VIRTUAL MEMORY) in win XP

WIN98 virtual memory - system managed size

If there's a way to get the right ammount of free disk space in winXP PLEASE TELL ME

How much RAM have you got installed? Are you sure there is no pagefile.sys paging file on the C drive? Have you got Hibernate/System restore enabled? These takes up a fair amount of space.
