Abit BE6-II Power Led/KeyLock Problems

on page 2-11 they explain how the jumpers are set. But mine are set differently Keylock, HDD Led, and Power-On are all in a row on my MB, but in the manual it's PowerLED, KeyLock, HDD Led. I Found an article( http://www.micronetcomputing.com/support.htm ->FAQ questions 1&2)that tells you that you have to put the PowerLED in the KeyLock spot for you computer to even power up (I know this is true, because I have done it, I just can't remember what I did). When I set it Like I remember it being set, I hear a high pitched noise (almost inaudible, until you unplug it), but the fan doesn't spin and nothing comes up...
