A8V Deluxe ultra-slow booting

So i just got an Asus A8V Deluxe with a socket 939 3200+. All is working well so far... except the boot process is TERRIBLY long. I have quick boot enabled, and logo disabled. I have the SATA bootROM disabled as i am using the promise controller. Here's what is happening though. After the first set of tests on bootup it will lockup for about 40 seconds (this is right after it shows the keyboard and mouse detection) then it goes onto the RAID device detection screen and detects my harddrive after a couple seconds, then it proceeds to load windows, and just sits on the windows loading screen for about another minute, with the loading bar freezing intermittantly. Overall it takes me 2 minutes 10 seconds to boot up my computer, which is ridiculously slow considering i could boot up in 28 seconds when i was using my K8N-E Deluxe. Even my PIII 600mhz with an integrated motherboard and 128mb PC133 boots up twice as fast as this!!!!! What is going on, someone help please!

edit: one more strange issue I just encountered. My internet was working awesome last night after i had just installed windows. I start up the computer again today and its running like i have 56k or something... yet it is still fast on my old computer, so it cant be my connection. I managed to get it to run somewhat faster by setting a static IP address (still much slower than normal though), but i dont see why i should have to do this, or why it was working fine last night, and all of a sudden its slow as hell?
 
I am using the VIA sata controller with a 76gig raptor and the total loading time is about 10 seconds with logo enabled and quick boot enabled.
If i was you, i would try the via controller just to see if the problem comes from the promise controller and somewhere else.
Did you check with cpu-Z what is the actual speed of the system? Sometimes the bios may choose to operate at multiplier 4 instead of your regular multiplier?
You need to check quite a lot of things in the bios to make sure you are running at the proper speed.
Disable cool and quiet for instance.
 
It was doing the same thing when i tried the via controller. Not sure what else to check, or what alot of the others BIOS options do, I've just been trying stuff ppl have been telling me. Any settings in particular i should check into? what should they be set to?

First, do not rely on auto settings everywhere in BIOS.
Set the regular memory timings at spec like 2 2 2 5 for example. Leave the other timings at auto.
Set memory at limit, max 2:1 400DDR
Set cpu fsb at 200 to start and set the multiplier at spec for your cpu.
Set cpu voltage at 1.45v. to start.
Disable cool and quiet
I would try to check the cpu for bent or crooked pins if you did not stuck the amd cooler to it. It is really hard to get the cooler off if you did without breaking or damaging either the socket or the cpu. I know because my supplier did apply the amd cooler to check the board cpu combination for me. When i got it home, it took me 15 minutes to get the cooler off. I bent about 10 pins on the cpu. It took me quite a bit of work to finally manage to get all the pins straight (under a microscope) so i could apply the thermalright xp120 cooler.
It only takes one bent pin to give unpredictable results.

I have the same problem with a new ASUS A8N-SLI Deluxe. Having other issues as well but I do see this one.
 
I'd also check it with some online antivirus scanners and anti-spyware tools. Besides that... do you have any storage drives in there, and if so, any Western Digital PATA drives? They like being jumpered for Single Drive if they have their own data cables. Full specs might help here.
 
Sometimes my mobo delays during boot while detecting all the usb peripherals I have connected. That may be part of your problem. Are you using the final 1009 bios?
 
Yes I am using the 1009 BIOS build. I have no extra peripherals connected to my computer right now. Here is a breakdown of what I've got:

Asus A8V Deluxe
Athlon 64 3200+
BFG geforce FX 6800 GT
OCZ 2x512mb DDR400 Dual Channel EL
WD Raptor 10,000rpm 74gb
Audigy 2 ZS
ViewSonic E90f+SB
52x LG CD-ROM
Floppy

external peripherals:

- Logitech elite keyboard
- Logitech MX300 mouse
- Labtec mic
- Bose triport headphones

I dont have any printers/scanners/other devices connected to my computer. Like I said, I know it is something to do with the mobo, as i just got a new mobo/cpu, and i was not having this problem before with my old mobo even though i was using all the same components (except the i was using a s754 3200+ instead of s939)
