A64 vs. P4 power consumption and cooling questions

I am considering upgrading my old 1 Ghz Tbird and thought that I would be going to a P4 for sure since I would like to quiet down the PC if possible. I read a post recently talking about the A64 having some new speed adjustment on the fly business. This got me thinking and thus I have two real questions that I hoped you guys could help with...

1) If I am trying to build a quiet PC, would I be better off with the P4 or the A64?

2) Since I leave my PC on almost 24/7, how does the power consumption of either processor compare at idle and at full throttle? (At $0.10/ kWh, a 1 W difference translates to a savings of ~$0.876 per year. Not a huge difference but if there was a 30 or 40 W difference, it could help justify a 30 or 40 dollar price difference between two chips.)

I think that either processor will be more than fast enough for my needs, but I would simply like to remove the loud whirring from my office.

Thanks

That was actually the post that inspired these questions...How loud is your rig NFS4 when the processor is running full bore? How about during normal usage?

Well, I slapped a Zalman fanless heatsink on my Radeon 9800NP so when my CPU is at full bore, I can just barely hear the CPU fan going. The loudest thing in my case are my dual raptors.
