Ok, I lied.
WTF are is this error message. I have been using windows xp since 2000ish, and i have never seen this message.

It is not an error message, it just alerts you to changes. It happens every time I change startup items in msconfig.

I didnt mess with msconfig. That is why i am concerned.

You changed something in msconfig and Windows is telling you as much. That's all. I'm surprised you've never seen that message.

Edit: Maybe you installed or uninstalled something that changed a startup or services item.
