But how does that really work by tweaking the RWin? I personally don't want to be limited, or truely limit someone else. I just want the bandwidth to be on tap when needed, but when not needed, it can be used for whatever junk.
If I got 768kbps downstream, I think 7500 is decent RWIN. But I set 7500 limits all max downloads to the RWIN. This right? As in, instead of getting my nice 85-90K/sec downloads, the max download is only a crap 36K/sec.
But I'm using a poor man's soultion, 2 NIC's and ICS on WinXP.
