a way to limit bandwith?

my roomate is constantly downloading crap off the internet.. is there a way i can limit his bandwith remotely?

But how does that really work by tweaking the RWin? I personally don't want to be limited, or truely limit someone else. I just want the bandwidth to be on tap when needed, but when not needed, it can be used for whatever junk.

If I got 768kbps downstream, I think 7500 is decent RWIN. But I set 7500 limits all max downloads to the RWIN. This right? As in, instead of getting my nice 85-90K/sec downloads, the max download is only a crap 36K/sec.

But I'm using a poor man's soultion, 2 NIC's and ICS on WinXP.

Well here's the rub...this kind of rate-limiting or guaranteeing bandwidth to a computer or application isn't easy. There are packages that do this easily for 15K dollars plus. Or you can use business grade routers to do what you want. You'll pay for those features.

Luckily there are other options that call for inserting a computer between the clients and the choke point (internet connection.) Some of the freeBSD guys or linux gurus can help with this.

But there are free solutions (if you wanna call placing yet another computer into the mix free) out there.
