A tragedy of the commons (Bandwidth)

This article is slightly old, but according to the article, the program they are talking about has already been released. I sure hope this program doesn't get as widespread as the author says it could. If it did, it would be very possible that my neighbors could use up all the bandwidth on my node and I would but left with practically nothing. Heck, I wouldn't be surprised if they are already, considering the speed of my internet recently. What do you guys think? Should people with cable modems be worried?
