A tangled mess of OS's

I've got an HTPC w/ Win 7 on it and a laptop that was upgraded to Win 8 pro.
I'm also building a new gaming pc, and as I spend too much on it, I cringe at the cost of adding an OEM windows license.

So what I'd like to do is:
  1. Buy a dell 660s w/ Win 8 to replace my current HTPC (much smaller form factor than the GD06 that it's currently in)
  2. Move the Win 8 pro from my laptop to my new gaming PC
  3. Move the Win 8 from the 660s to my laptop
  4. Move the Win 7 license from my old HTPC to the new 660s

Will this work? Are there any obvious reasons it shouldn't?

If the win 8 pro on your laptop is an OEM key (meaning it came with the laptop) then this is against the license agreement.

Win 7 came with the laptop and I upgraded it to Win 8 pro (with the $15 offer that MS had at the time). Does that change anything?

well you're also breaking the OEM license by moving the Win 8 from the 660s to your laptop. The only one that might be a legit move is if the Win7 license from the old HTPC is a retail copy which allows you to move it.
