Of course it is policy. Especially anti density policies.

my point is los angeles so so much large by landmass. To put the same kind of system that is in nyc in la would cost unreal amounts of money.

So start with clusters of buildings around existing stations and upgrade/extend over time. NY State puts quite a bit of coin into nyc transit, about one third. Rest is NYC.

Your rail network is underutilised.

We are expanding the rail. Honestly I think the solution for Los Angeles is self driving cars. We can fit more of them on the roads.

... No you can fit more buses or trains. You want mass transit, not mass individual transit, which you already have.

Greater Toronto Area has like 20% of your population yet our public transit ridership is higher than yours.

thats the end of the runway. Probably some zoning laws about that area being clear for safety.

They should zone it for poors. Call it "New Gaza" and build it 3 stories underground with 500sq foot apartments.

I hope one day LA has real barrios like they have in Brazil. Where the cops won't even go inside them and they sort of have their own little governments and armies. The end of civilization is gonna be really culturally diverse and awesome if we don't get nuked first. Lots of great rap music will be made here.
