16 exactly. I already did this test for a science experiment.

Basically it boils down to how far apart your prostitutes (ho's) are from each other, how dumb they are, and what kind of territory you control.

In this experiment I was givin a good strip in Northside Lafayette Louisiana between Pierce and Simcoe street. My prostitutes were of average attraction, and some were brighter than other (2 were college students actually). I found that my ability to track them down and time to collect started getting a little rough after 10, and that I made the most money around 13. When I got the ok to add the 17th I started getting into trouble with the other "pimps" of Northside and some prostitutes thought I was neglecting them the time they needed.
