Coolbits is your friend... so yes, it's included in the drivers... dunno if you still need to change the Coolbits setting to activate clock freq tab though.

RivaTuner is what I use on my nVidia cards. It works really well. guru3d.com you'll see a link for it on the left side of the page

use coolbits.

open up your registry and find HKEY LOCAL MACHINE > SOFTWARE > NVIDIA CORPORATION > NVTWEAK

add a new string value called Coolbits and change the value to 3.

then check your nvidia display properties and the overclocking feature should be enabled.
