Is sit better to turn the volume up on my speakers or using the Windows sound properties thing? What happens when i do both? will it degrade the sound quality?

Turning it up on your speakers also increases the level of the back ground noise.

keep the windows sound property at max and adjust with your speakers
you want to provide the loudest source for your amplifer

Except that some motherboards and cheap soundcards distort when you push their tiny little amp to 100%, so to be safe back the Windows volume one step down from 100%.

In most situations you want to max out the volume on the source unit. However, some cheaper sound cards will start to distort or add excessive noise when you get near the top of their range - so just do what sounds good to you.

the above is correct...
but you should play with it and see. you may have a very clean amp in your speakers. try it several ways and pick the one you like the best. if you cant tell the difference, then what does it matter? :)
