As soon as they cross the "finish line," they cut back on the throttle and deploy the chute, thus their "acceleration" is decreasing

However if you want to get technical about it, yes resources are indeed used that depend on petroleum products in all sorts of racing from outhouse racing in canada (yes that's for real) to top fuel stuff.
