A question about the renderer.drawFps 1 in BF2

Ok, on the right side, there is a number that is usually 50+. On the left of the "/" is a number that is usually 15+. Is the number on the left the FPS your getting? And what does the number on the right do?

It appears to be milliseconds between frames.
