A question about PSU

The PSU (Antec true550) just arrived. I want to check the output. Since I do not have motherboard now, so I just try the stand along PSU. Plugged into power socket, turn on, no response (PSU fan no rotation).

So, I guess the PSU include a soft on/off feature, and it can be turned on only using the 'turn on' switch on the front panel of the case.

Am I right? If so, I do not need to worry about whether the PSU is defect.
