A question about getting vaccines when going abroad

My parents are visiting India for about 6 weeks later this month. We live in the US and found that doctors here do not urge you to take as many precautionary vaccines as doctors in the UK. In the UK, my uncle, who is also heading to India had to get a zillion shots. (vaccines against malaria, hepatitus.. and other icky stuff)

Is this because the government pays for National Health care in the UK, and they really need to keep their residents healthy upon returning from foreign countries. After all, the government loses out and ends up paying for the health costs, not the average joe.

Maybe i'm just paranoid..
(My parents ended up taking every precautionary measure, but it cost $$$$$$)
