Yes. The left lane is only for passing in most states, and that's a law. It doesn't matter how fast you are going.

i basically never see someone doing 55 in a 65 in the far left lane. usually it's someone going 70 in a 65 while other traffic is going a bit over 70. or similar.

I don't so much care about the left lane. Proper signaling is probably my biggest driving peeve.
The turning signal is required to switch lanes and to turn. It's a pre-emptive warning to let people know your intentions.
If your car is already switching lanes before you signal, your signal is void... no point in even touching it at that point.

What about the people who need to make a left-hand turn soon and they get over for that?
My biggest driving peeve is when a lane ends, and there is a sign saying it's gonna end, but people still don't merge. Instead, they fly by and then shove their way in at the front of the line. It's just rude.:/
Yes. In Michigan you can and will get an impeding traffic if you decide to move into the left lane and start holding up traffic no matter how fast you are going. The lane is for passing and getting back over, not for people who feel it's their right to drive in whatever lane they feel like at whatever speed they feel like driving.
