A novel approach to speeding tickets

Well, maybe not totally novel (I'm sure someone's thought of it before) but I've been giving this some thought lately. Ideally, cops shouldn't give out tickets unless reckless driving is involved. But we all know that will never happen since speeding tickets are such a source of revenue for the state. So I've been thinking, why not let citizens by speeding "insurance" from the state? Say, $500 a year to waive up to 15 over, $1000 a year to waive 30 over. Also require attendance of driving school, as in, a real driving school, not the watch-the-videos-take-the-test kind. The insurance would only get you out of speeding tickets--drunk driving, reckless driving, etc would still put points on your license, put you in jail, revoke your ability to buy insurance for a period of time, etc. It'd be better than the current system for the following reasons:

1) The state would make more money. In Nebraska, a 10-over is a $50 ticket. I sped thousands of times before I got my first (and only) ticket. Clearly the state was missing out on some serious revenue.
2) The state would be better able to respond to more serious crime since there wouldn't be all these cops sitting by the side of the road shooting their radar at people.
3) It would be less expensive for people in the long run. Speeding tickets add points to your license, which increases your insurance. Get enough points, and your license goes bye-bye. The loss of a car would cost you in a variety of ways.
4) The road would be full of better drivers since so many people would get some real driving education.
