Yes, you can jump Pins 14 (PS-ON) & 15 (COM) to test the PSU.
(do not jumper it if connected to the motherboard - remove first)
If the fan does turn, chances are good the PSU is not the problem.
If the fan does not turn, check Pin 9 (5VSB - w/volt meter) to see if voltage is being supplied.
Be warned though, not all PSU's are created equal.
