Actually, as much as I don't think GWB is the sharpest tack in the US political system, I'd be very surprised if his IQ was lower than 100 (whatever 100 means).

According to the link in the OP, 100 is, by definition, average.

IQ = Mental Age/(the greater of: Actual Age | 16) x 100

So, if you're 10 years old and your mental age is 10, then you have an IQ of 10/10 = 1 x 100 = 100
