In bold lies your answer. Leave a note on their windshield informing them of the parking regulations, and inform them that if they park there again, they will be towed by <company>, and that if this occurs, that their car can be retrieved from <location> for $<price>. If the same car parks there again, follow through on your note. A police report probably wouldn't hurt in case they sue you for having them towed out of their illegal parking position in your driveway.

Buy a boot and apply it when this happens. When the owner comes out say you have called the tow truck, but you will remove said boot for $100. Explain how much cheaper that is as opposed to tow charges, and tell them you accept cash.
