a friend needs help

my frien has a older p3 550 dual processer mb thathe is having troubles with.it was working just fine,then he turned it off and now he gets nothing. his monitor stays on standby, it dosent even show bios. everything gets power, any suggestions?

first thing i always advise on >3 yr old pc that suddenly dies is to check for leaking/bulged filter caps on mobo
