A few questions about upgrading/purchasing CPU and Newegg

Hello,
its time for me to upgrade, and I have a few questions.
I am going to go with the 1800+. Question is, I am not going to overclock, so will I be better off going with the retail box over oem? 3 year warranty is nice. Also, will the retail HSF be good enough if i am not overclocking? Finally, do I need a thermal compound if I get the retail HSF, or does it come with it?
A few more questions, can someone recommend a ps that will power this thing, plus 3 hdd's, a geforce 4 ti4200 (future upgrade), plus all the other regular system components? Can I get away with a cheaper ps if I am not overclocking the cpu (but probably the graphics card)? I would like to spend no more than $50 on the power supply.
Last question, when I purchase from NewEgg, and it says "Save $x.00 when you purchase this product with..." When does that money come off the total? I added the items to my shopping cart, but it does not show up then.
Thanks in advance for the help.

I'd get a retail, I'm pretty sure that they come with a thermal compound and the fan is fine for normal frequencies. A good powersuppy is enermax or antec, at least 350 watts will do just fine for all that. Discounts on newegg come out at the end of check out.

There is no warranty on the OEM package?

I got the 1600+ Retail several months ago. It did come with the grease. The stock HSF is ok, but I ended up spending another $20 on a better HSF. I didn't really overclock it but I wanted to get lower temps. Just because I'm a geek.

If I were to do it all over again, I'd get the OEM package and an aftermarket HSF.
