Despite the insane rambling, I would like to pick on this point:

How can you return control of roads to counties? Counties are not sovereign with respect to the state. In most cases, they are simply entities created by the state, that the state still has full control over. It is not the same as the relationship between the Federal government and the State governments. But please, continue with your insane ramblings.
