A decent basic motherboard for an i9-9900k for not overclocking

Is the MSI Z390-A Pro a decent motherboard for an i9-9900k for not overclocking? Will the VRMs on this motherboard allow a 9900k to maintain a 4.7 GHz all-core turbo during heavy CPU usage on all cores when using this motherboard provided that I have good enough cooling?

I don't want to spend more than $200 on a motherboard. I don't intend to overclock. If I can get by with an MSI Z390-A Pro with a 9900k at stock without the VRMs throttling down the 9900k below it's 4.7 GHz all-core turbo when 8 cores with 16 threads are fully loaded in AVX loads then I'm considering that one. I'm willing to buy a Gigabyte Z390 Aorus Pro instead if it's worth it, but if it's not going to do anything for performance and stability at stock CPU settings with a 9900k and I'm only paying more for features that I won't use then I don't see the point.

All Intel chips have an AVX offset. Your CPU will throttle down by default even on the best board on the market in AVX/AVX2 workloads unless you deliberately move the offset to be equal to "normal" clocks (most folks use -200 MHz offset at the least).

I would read reviews on the board-of-interest and see if it can hold clocks running a stock 9900k. Also look at the power consumption numbers. Some of those Z390 boards draw more power than others.

If your workload is heavily threaded and avx capable, have you looked at a 3900x instead of a 9900k?

What type of cooler do you plan on using - Air (tower or downflow) AIO water, or custom water? This can make a difference to whether the vrms get enough airflow to prevent throttling (provided the mb heatsinks are actually capable of their job)
