FWIW, I DO believe that the Roosevelt administration intentionally pushed Japan on economic issues...and I think they were surprised...caught with their pants down...when Japan attacked Pearl Harbor. I think they were trying to provoke Japan to attack the Philippines or one of the other targets in the Orient. (which they also did)
