Like a Bus or a Subway I guess. You stand but the fair is very cheap and no seat belts.

First of all, Ryanair (not to be confused with Ryan Air) is an Irish airline. Michael O'Leary, a wealthy Irish business (hmm, I thought that was an oxymoron, guess not) is the CEO of the airline. Several times he has mentioned bringing the Southwest Airlines model to the UK and Europe, albeit with an even more profit driven modus operandi.
Secondly, no way will they forego any seatbelt requirement unill something has changed.
I met O'Leary once at a Boeing event where he took delivery of a milestone airframe. In the interest of professionalism, I will forego leaving my personal comments. I will say he had boundless enthusiasm for his airline.
I think most Americans don't realize just how close most city pairs are in Europe, standing for 40 minutes is not a problem at all as long as safety is not compromised.
Below is an artist conception of what a standing seat would look like.
