This is pretty much what I was wondering. All the salsa I've seen is 10 calories per serving, not 25. Unless it's salsa con queso, but that has more than 25 calories per serving (closer to 50). What mystical salsa is this?
Indeed. Apparently throwing mango, sugar and corn starch into a traditionally low-calorie food makes it slightly less low-calorie. Who knew?

2. dump in some chicken breasts
3. add a bunch of salsa
4. add taco seasoning mix
5. add chopped onion, green pepper, corn, lime (optional)
6. turn it on high for 3-4 hrs/low for 6 - 8 hours
7. eat

Well d'uh! That's a hell of a lot closer to jam than to salsa. Mango and sugar are two of the four most prevalent ingredients and it's got no tomatoes at all.
