Update
I read somewhere that the nvidia control panel changed with the Forceware 90 drivers.
I did all my driver work in safe mode, using Driver Cleaner after each non-working driver install.
I even tried Omega Drivers.

I'm trying to get a PCI Express 7300GT running with TV-Out.
Seems nVidia TV-Out issues are holding me back.
1. BIOS and Windows loading screen are fine until drivers get loaded.
2. At the point in Windows boot-up where drivers are loaded, the TV screen goes crazy and is unwatchable.
3. This has happened with two fresh Windows loads.
4. I've tried newest nVidia drivers and the official MSI drivers for the card.
My configuration...
OS - Windows XP Pro fully updated
MB - Asrock 939Dual-SATA2 (ULI M1695 chipset, latest BIOS flash)
CPU - AMD 64 4000+
Video - MSI 7300GT (512MB) PCI Express
RAM - 1GB PC-3200 (512MB x 2)
TV - Sony 36" WEGA (tube)
Any work arounds I can try?
