My aunt had me take a look at her PC. She was having some video related issues.
The card = Old school PCI GF2 MX400

1. The fan on the HS was locked up (dry as a bone). I removed the fan and oiled it back to life.
2. I loaded the latest nVidia drivers.
3. The video gets odd like the screen shot even during the BIOS boot-up, before Windows XP loads.
4. Sometimes the video signal is as clean as can be. Other times it's like the screen shot.
5. I wiggled the monitor cable around and found not difference.

Is this video card shot? :roll:

LoL... She's dropped AOL, but keeps the crap on her PC for some reason.
I tried to get her to uninstall... Believe me, I did. 😀

Unfortunate, but it happens. That whole dead fan thing might have had something to do with it.
 
Because the Video Card translates the binary into pictures (that is correct, isn't it?), therefore it dying would cause a bad translation. If the picture came out fine for us, then that would mean it was the monitor.
 
I'd be looking @ replacing it..might as well surf FS/FT for a $10 GF2 MX card.. you'd be able to just pop it in and not have to touch anything..
 
i'd say almost 99% its the video card. I was moving around my old Voodoo3 recently when i dropped it and it does the same crap now 🙁
it was the first video upgrade i ever bought so it was a little sad

good old V3... that was the card to have when Quake3 was released.. it was great that's for sure.
 
Try to reseat the HSF and underclock the card 10% or so if she doesn't play games. I've had great luck with doing that. Cheap fans eh?

I used print screen button to get the linked screen shot.

BTW, At random times the screen will go black and come back on, like it does when changing resolution.
The bad video before Windows boots up leads me to think it's the card rather than any driver issue.

This section above is the key for you.....if it is cold and shows these problems during the bios checks then the card is toast....
 
They should come out with a sheriff line of video cards so when this happens you can sing "I shot the sheriff"
 
I used to have the same problem with my old TNT2 vanta, Geforce 256 and 9800............everything alright but the screen was just like a fuzzy..........It turn out that video memory chips of them were dying..........
 
you can underclock if you want, but it can create it's own problems like even more artifacts(my 9800 pro would artifact when even slightly underclocked, oddly it overclocks fine.)
 
Another fix that has worked for me is to unplug the fan and zip tie a stinkin huge fan on it. That's basically like throwing those old cards in the fridge.
 
all nice suggestions......but he said that the fan wasn't running and doesn't know how long it's been like that.....chances are that the damage has already been done.....there wouldn't be a heatsink and fan attached if it wasn't needed!!

Not always true. Someone just gave me GeForce 2 GTS with the precise characteristics including funny lines across the screen. They wrote it off. I simply cleaned the connectors and zip-tied an 80mm fan on it and now it overclocks like mad.
