Maybe you could get an estimate. Sounds like an adjustment/alighnment might help. Lot cheaper than a new card/monitor. My backup monitor was doing the same after 8+ years and just an adjustment. Shadows usually are adjustment problems. One other thought, did you move anything near your monitor lately like speakers? That could do it also. Good luck.

i am not sure if it is the monitor or the video card at this stage...

when i bring up the on screen controls biult into the monitor it seems very clear .. so i think/hope it is my video card as it would be easier and cheaper to replace...
 
Anything is possible with computers. Sounds or like monitor but without seing it, it is hard to diagnose. Is your text from control located in center of screen? Usually clearer there.
