when you save them, are you then viewing it in a picture viewer like the default windows one or are you viewing in a browser? the windows picture viewer will only show 1 or 2 frames. trying viewing the saved file in a browser window. if you still have problems then we can dig deeper.
 
seagulls are known as theifs of food. They stole somebody's burger at the beach when the food was hid well inside the bag. Maybe they know what the big "M" (McDonald) means...

just like the gull in the OP has learned a certain bag for the chips he likes, it's very possible they learn certain cues for possible tasty goods. because, if once they found a bag with a big yellow M with some scraps, after a couple of times they may start to recognize it as a possible food source.

that and smell. many animals have a great sense of smell, and if they smell food from inside a bag, they'll do what it takes to get into it. and like many have noted, gulls are rather bold in their attempts for food.

Reminds me of squirrels. Its so amusing watching them getting past anti squirrel mechanisms set on bird feeders. No matter what, they find a way. If they could talk I could picture them "ZOMG FOODZ MUST GET NOW!! WEEEEEE!!! FOOD!" while bouncing all over frantikly. I remember taming one, man they're fun. 10 pound peanut bags don't last very long... lol
