I think most of the periodicals / journals enforce their copyright, and either don't allow online distribution or require protected access through a university login.

ACM has an online computer science library but if I recall correctly it's an extra $100 above the normal membership cost.

no doubt there is copyright but some libraries let you pay a small fee to access their resources.
 
a lot of journals have pdfs on their site for subscribers.... which people in universities can access through their library.
 
yeah my school has a huge database of different sites that have articles and what not. it's a great resource. as far as i can tell only we can use it, so i can't hook you up.

ditto for ucla. look on your school's library website and see if it has any info. if not, visit a librarian in the research library and ask for their help.
