9700 pro video problems

I have a ati 9700 pro in my system that when i booted up last week it had horizotal lines threw the icons and showed up during games also. I tried a fresh install of xp i ve replaced the video card with a 9800 pro rmad the motherboard, changed ram power supply,monitor, hard drive but still get the lines. It starts after I load sp2 and install the video drivers 5.10 has anyone had this problem yet i dont have the lines until sp2 and the drivers for the video card are loaded. Ive also tried different drivers and reinstalled windows about 5 times

Hate to say it but it could be a bad card. Also could be bad drivers. Hard to say.. maybe test it in another rig?
 
put the original 9700 in another machine and it workd fine. it seems to only happen when i load sp2 from microsoft and load the drivers
 
Could you explain one more time? Is it the 9800 or the 9700 that has the lines?
