No i dont think that's possible. The card will have been made with enough traces for 64bit. Thats a hardware limitation and not something that can be overcome with software. It quite literally doesnt have the other 64bits available.

Kamranziadar why can't you just pony up the dough and stop asking all these SE to Pro questions...I swear you'd risk modding to save 75 cents...when Pro variants of cards are hardly more expensive than SE's (relatively) and would likely overclock much higher, what's the point? Didn't you read RussianSensation's post about CPU vs GPU in games...if you want to game, stop skimping on the single most important part.

Usually only the busses are locked and unable to be changed. Core, mem, cooling and pipes are what people are able to change. Nothing more.

Of course not - there only are half as many RAM chips on the 64-bit boards. Nothing connected to the upper 64 bits of the RAM controller inside the GPU.
