i found an interesting thread on Rage3d: here.

one member over there e-mailed ectech (powerstrip makers) about the apparent clocklocking done to the 9500 pro, and this is the response he got:

I have no idea why or how ATI does this, aside from the obvious intention of differentiating product lines.
To circumvent ATI's clock locking, you simply add the following switch to the pstrip.ini file:

[Global Options]
DynamicClockFix=1


someone test it and see if it works!
