9200SE problems

Hi. I have a HIS 9200SE which has never worked properly from day one. When I boot the pc up and get to the desktop is shows little red dots everywhere and they won?t go away until I restart the pc. My questions are these, has anyone had this problem before? what is likely to have caused it, can it be fixed with say a bios/firmware update and if not how long do you think it will last if I try and clock it up to a 7800GTX to blow it up so I can get a new card that will work?.

it wont clock to a 7800gtx , no way in hell.. u wont even get into windows.. the card will just die. Isnt the 9200SE also only 64bit? the 7800gtx is 1.2ghz memory stock.. a 9200SE wouldnt even get near that.
 
No its not the monitor. I have tried differnt monitors and differnt cards. Does anyone know what the underlying problem could be?
 
Well it's been bad from day 1, so why didn't you return it for a non-broken one straight away?

Bad dots in regular patterns are usually from a bad RAM chip on the card. Irregular patterns point to a slow (i.e. also bad) or overheating RAM chip.
 
I have returned it and they say there is nothing wrong with it. The problem is most of the time I have to start it up twice but not always and it only does it on a cold boot. So I think when i returned it they would have plugged it in, fired it up and there was no problem so just returned it. Is there some program that I can run that will run a memory test on the card to confirm that the ram on it is bad?
