Do you live on his street? I heard nothing conflicting in his information. It's perfectly normal for there to be townhouses in an "apartment complex".

Looks to me like it could be a townhouse, but there is no street view and at the maximum zoom things still aren't clear. It certainly isn't a multilevel apartment building, and if the cops came to the address there wouldn't be more than a couple possibilities.
The operator was needlessly giving the guy a hard time.
