No, it is a problem created by the drug war which created the black market.
Problem being that this is a genie that won't go back in it's bottle. We could legalize every drug but these cartels aren't going to disappear peacefully. It's always been about power and one can wonder what violence we'd expect if they saw their income threatened.
this is probably true, if drugs became legal and drug profits evaporated, i would be concerned about cartels getting into other businesses, ranging from run of the mill 'protection' to kidnapping and extortion, etc. I suppose that they are already involved in these enterprises though.
